A lived-in two-bedroom is close to 20 m3; a three-bedroom close to 30. The reference conversion is 5 to 10 m3 per room, and the high end is the realistic one if you have lived there for years.
Should they survey my house?
For a full move, ideally yes, in person or by video. A fixed quote given without seeing the access or the volume is exactly the one that changes on the day.
Does volume affect the municipal permit?
Indirectly, and considerably. More volume means a bigger lorry, and above 3,500 kg maximum authorised mass the requirement becomes explicit in the ordinances that spell it out. Using a furniture hoist triggers it too.
